CAGS Statement on the Canada Global Impact+ Research Talent Initiative

The Canadian Association for Graduate Studies supports the Federal Government’s announcement of the Canada Global Impact+ Research Talent Initiative, and the historic investment of $1.7 billion over 12 years to attract and cultivate top-tier international research talent at more than 80 Canadian universities. CAGS is particularly encouraged by the inclusion of the Canada Impact+ Research Talent Awards, which will invest $133.6 million over three years to create 600 new doctoral scholarships ($40,000/year), and 400 postdoctoral research awards ($70,000/year) designed to attract high-calibre international researchers working in strategic or prioritized fields of study. CAGS also welcomes the Canada Impact+ Emerging Leaders program, with a provision of $120 million over 12 years to help attract the top early-career researchers (ECRs) to Canada, and the Canada Impact+ Research Infrastructure Fund, which offers $400 million over six years to enhance research facilities and equipment.

As outlined in Budget 2025, these significant investments in talent and infrastructure represent Canada’s long-term commitment to strengthening its research capacity and sustaining a globally competitive research ecosystem. CAGS celebrates the continued focus of the government on the essential role of graduate students, postdocs, and early career researchers in achieving its ambitious yet necessary national goals. Investments that enhance opportunities for the next generation of researchers are incredibly important in maintaining Canada’s productivity and competitive edge in key strategic priority areas.

CAGS acknowledges the federal research granting agencies (NSERC, SSHRC, and CIHR) for their continued representation and support of the graduate studies community. Their leadership and collaboration with CAGS member institutions will be critical to ensuring that these federal investments are aligned with the changing needs of graduate students and postdoctoral researchers, and that funding mechanisms remain transparent, accessible, and effective. CAGS is committed to collaborating closely with the tri-agencies, eligible member institutions, and other stakeholders to support effective implementation and facilitate communication of program details throughout the Canadian graduate studies community.
